This site never guarantees that phone verification will succeed, and we do not cover workarounds for identity checks or buying under another person's name.

Account setupEmail, name (kanji + kana), mobile number, postal code and address, birth year. Phone verificationOutbound call: you call a number shown on screen from your registered mobile (free, no one answers, caller ID must not be hidden). SMS used?Account verification uses a call, not SMS.
